Extent What is the proper extent of the state? What should it control. How much power should it have?	Ruler Perogative or Limited Power? How much plunder/taxation? How much redistributive, regulatory, and economic power? Is permanent obedience required or are people free to opt out?
Purpose What is the proper purpose of the state? What ends should it pursue?	Collectivism or Individualism? Public Good or Personal Responsibility? Government or Private Ownership? Equality or Privilege?
